Anyone know the laws for Chicago in regards to guerrilla gardening?

I have an empty lot next to me that I would like to turn into a community garden! I would eventually like to own the empty lot. What are the laws and how do I go about finding out who owns the lot or how I can buy it or how I can overtake it and then it is mine (as I know in some states you have to show improvement for a specific time to be able to claim the land as yours)......I went to a forum and am really interested in taking over this lot for community gardening....however it looks like guerrilla gardening it not as popular in Chicago as I thought!

Talk to neighbor space they help people work out land grants with the city. As far as I know,they are indefinite land grants but see what,they say!! Hot luck hot me I anytime. I've got my finger on the pulse
