first off, look in gardens in your area. It will give you an indication of what type of plants suit your location, soil type etc.

good luck

If you are feeling patient, you really should use a cover crop of some sort to loosen the soil.  Chances are anything you're dealing with in the city has been trampled and will make less than ideal soil for a garden.  Fava beans, buckwheat, clovers, vetches, and annual grasses make good, cheap (and edible in the case of fava beans) cover crops.  Feel free to mix and match in the fall or spring.  Pretty much all of them will die at 10 degrees F.  Just chop them down with a kitchen knife or scissors when you're ready to plant something more permanent  Don't dig or pull them out!

To keep the soil from getting trampled again, you're probably going to need to block it off some how.  A pair of small trees or shrubs or a border of some sort will let people know there's something planted there and keep most of them off.

Also, keep an eye out for bags of leaves in the fall.  A few inches of mulch keep the watering requirements down, as will keeping a continuous crop of white clover growing under the larger plants.

Hope that helps.

Good luck.
