Title: Public? or private?

How do you determine whether a vacant lot is privately owned? Even some off the old-time residents of my neighborhood aren't sure if these lots "belong" to anyone.

In a sense, I don't care. I'm going to go right ahead and plant them in, ownership be damned. I'm only curious to know in case I have to have a discussion with police or sanitation workers. It seems like, "This is public property" would give you more leverage?

If a lot does not clearly belong to an individual I would not hesitate to say you were told it was public property.  I wonder if 311 knows of a way to find these things out, there are ways, but they are probably tedious.  There are very few abandoned public lots (I believe)  But from my experience, sanitation workers are much more of a pain then police, so don't do it on a trash night.
